The idea first arose in a Twitter chat about elder care. What we need, someone wrote, is a Peace Corps for caregiving.

Janice Lynch Schuster, senior writer for the Altarum Institute, a nonprofit public health research and consulting organization, saw the posting. “Wow,” was her first thought. “Imagine what we could do if we had something like that.” Her second thought was to take advantage of We The People.
