Kvaal leads the Department&#8217;s work on higher education, student financial aid, and career and adult education. Earlier in his career, Kvaal served in the White House under President Clinton and President Obama, including more than three years as deputy domestic policy adviser to President Obama. His doctoral research examines why high-tech organizations favor external hiring over internal development of frontline employees, particularly as artificial intelligence (AI) continues to transform the workplace. This study aims to understand the factors that influence talent management decisions and how emerging AI technology impacts these choices. Outside of his academic studies, he has spent over ten years managing teams within multiple Fortune 50 companies, including Amazon, Microsoft and Target.
